While delivering food in a forest area in Andhra Pradesh, impoverished Narasimha is held against his will by a band of Naxalites led by Velu, and forced to join them. He is anxious to collect his dues and return home to his wife, Uma; daughter, Chinna; and son, Mohan, but Velu keeps on putting it off. Narasimha gets to know and sympathize with members of this band, and befriends Lakshmi, who was gang-raped by several policemen. He is then asked to prove his loyalty by killing an informant/plainclothes police inspector - which he does - and even accompanies the band on an assault on a school, resulting in the death of some children. Traumatized after this incident, he decides to flee - and it is this decision that will not only estrange him from his family but also force him to be on the run from the band as well as the police.

Inspector Abhay Pratap Singh is a young, honest and diligent police inspector, serving with Bombay Police, and comes from a respectable family, which consists of sister Anu; mom Sushma; and dad, Awadesh, who is also the Commissioner of Police. Abhay has long suspected Mahendra Pratap Rana of being a criminal don, who also has links with terrorists, but thus far has been unable to gather any material evidence for the police to lay charges. In a remote region in India there has been a tradition of settling differences by fighting a duel with pistols with only one bullet in each of them. Ajit Singh is a leader of gang of bandits. He has his younger brother, Ranjeet, also in the gang. Ranjeet meets with a beautiful young woman named Aasha, and decides he does not want to be a bandit anymore, and much to the anger of Ajit and his henchman, Sarju, re-locates to the city, in order to live a peaceful life. But Ranjeet is arrested and held in prison. Then Sarju and Ajit come to the city and kidnap Aasha, as they know that Ranjeet will come back to rescue her.
